Member Lines of the Europe/Maroc Conference
wish to advise their customers that following the latest review of bunker costs the level of BAF
will be revised.
Consequently based on current calculations the
BAF surcharge will be increased with effect

from 1st September 2007 to EUR 291/TEU.

Also, in response to the designation of the North Sea and English Channel as a Sulphur Oxide Emission Control Area by EU Directive 2005/33/EC, under the MARPOL Convention 73/78, with effect from 11th August 2007, this new level is based purely on Low Sulphur Fuel.

Dear Customer,
for a number of weeks now the port of Casablanca is continuously congested and prospects
for some time to come unfortunately remain unchanged. Our vessels and the vessels of our
competitors suffer delays of up to 5 days there.
Although we shall continue to call at Casablanca with our scheduled vessels, we are facing
severe delays in our schedule. For this reason we now see ourselves forced to implement a
Congestion Surcharge for each container booked to and from Casablanca in order to compensate at least part of the extreme additional costs we suffer due to the loss of time in Casablanca port.
Please be informed that as from July 16th 2007 we are going to charge
EUR 20,00 for each TEU loaded under OPDR Bill of Lading to and from Casablanca.

OPDR will, of course, monitor developments closely and if the situation in the despatch of
our vessels should improve we shall review the necessity of this surcharge.
We trust you understand our needs to compensate the additional costs caused by the actual
congestion in the port of Casablanca.

Dear Customer,
we are pleased to announce that we shall start a new express container service from the North Continent directly to the Basque port of Bilbao. The first sailing from Rotterdam will depart on

July 2nd 2007.

Vessel’s further rotation will be

Bilbao July 5th,
Felixstowe July 8th
and Rotterdam July 9th 2007.

The service will be performed weekly on a fixed day schedule which is planned as
follows:

Felixstowe (FDRC) on Saturday,
Rotterdam (ECT-DELTA and RST/NORTH) on Sunday/Monday
and Bilbao (ATM) on Thursday.

The ports of Antwerp and Hamburg as well as all major Scandinavian, Baltic Sea and Irish ports will also be connected.
The service will be performed by our chartered container vessel MV ‘Jan Mitchell’, which is fitted for all kinds of container types with sufficient space and speed to safeguard the required schedule integrity which you as our customers are looking for.
As one of the leading short sea operators in northern Europe we have added Bilbao to the scope of ports we are calling at and trust this will offer you more options for your cargo routings. For further information our well known local agents as well as OPDR Hamburg staff will be at your entire disposal.
